[SAHP allocations]

Allocations to strategic partners were limited to £350million to maintain spending in the early years of the Programme within Treasury guardrails.  Therefore, some RPs received significantly less than their initial bids.  For example, Karbon Homes had originally submitted a Strategic Partnership Plus bid for £700million.  Sarah Robson of Karbon Homes told Social Housing that this reprofiling would "have a big impact, including on the number of homes delivered in the early years of the programme", while Robert Nettleton of Bromford Flagship LiveWest told the publication that "the level of funding awarded will reduce the number of homes we planned to deliver at social rent levels".  Two previous strategic partners, Riverside and Sovereign Network Group, were not given this status in the 2026/36 Programme, and will have to seek funding through Continuous Market Engagement.

Just three of the 33 strategic partners named by Homes England are local authorities.  Cambridge City Council will receive £96.4million to deliver 803 homes, Eastleigh Borough Council was allocated £154.4million for 1,042 homes, and Newcastle City Council will receive £141.4million to deliver 966 homes.  Three for-profit providers were named as strategic partners: Park Properties, Sage Homes and Vistry.  They will receive a total of £848.9 million to deliver 7,300 homes, with the remainder of the allocation going to housing associations.

£9.58billion was allocated to 33 strategic partners outside of London, in the first wave of funding under the SAHP.  This will support the delivery of 73,600 new social and affordable homes across England over the next 10 years.  Although details of the allocations were not revealed, it is expected that a material proportion will go to local authorities.  Andy Burnham said "Councils built this country out of a housing crisis once before. Backed properly, and trusted to get on with it, they will do it again."
