This should seek to ensure that the tenure remains financially sustainable for residents over the long term, not just at the point of entry.  On 3rd September, the CIH published a report setting out how the scheme's affordability, accessibility and opportunities for staircasing have changed since its introduction in 1980, as well as considering what more can be done to secure its future.  The report recommended that:

  • Shared ownership delivery should more clearly reflect regional variations in both affordability and tenure preferences
  • Affordability assessments at the point of purchase should consider ongoing sustainability, taking into account potential increases in rents, service charges and repair costs
  • An independent, cross-agency review should be conducted of the regulatory responsibilities for shared ownership
  • Since staircasing rates are currently low, full ownership should not be assumed as the default or only positive outcome, although more should be done to support mobility within the tenure
  • CORE data collection should be expanded to cover staircasing, service charges, resale outcomes, and consumer satisfaction
  • A fundamental review of the tenure should be undertaken, using a lifecycle approach.
