There is a tension between the RSH’s desire for more and better homes and increasing levels of regulation

10 Jul 2026	*As a result of growing demands from the regulator, there is a danger that RPs spend more time demonstrating compliance than improving the experience of tenants.* Writing in Social Housing, David Levenson of Coaching Futures also raised the following points on the RSH’s discussion paper, More and better social homes: Setting “specific expectations for minimum levels of performance on key financial metrics” could create a perverse incentive for RPs to optimise to the regulatory measure rather than using stress testing to ensure genuine resilience. The RSH may not have the skills to assess meaningfully the appraisals of development capacity and capability, which it is proposed RPs will be required to publish. Raising the threshold for full regulatory engagement from 1,000 to 2,500 homes would reduce the RSH’s caseload by around 40%, while keeping more than 90% of the sector’s homes in the fully regulated framework.
