A report published by the Institute of Public Policy Research on 13th July called for a housing-led approach to tackling homelessness. Its recommendations included:
- Mayors to use their powers to set ambitious affordable housing requirements for new developments
- A programme, involving housing associations, to bring empty homes back into use.
- Strengthening the duty for RPs to cooperate with local authorities by housing homeless households referred to them – some RPs were felt to be reluctant to take on tenants perceived as “high risk” – subject to any impact on the ONS classification of associations as private sector.
