The cost of compliance with Phase 2 will be material

Over the next ten years, the total cost of compliance will be £213.6million at 2026 prices, of which £136.2million will fall on private RPs.  This does not include the costs of updating IT systems or renegotiating contracts as a result of the additional hazards included in Phase 2.  However, according to the government’s impact assessment, published on 13^th July, the policy is expected to improve the physical and mental wellbeing of tenants, increase customer satisfaction, raise educational attainment, improve energy efficiency, generate savings for the NHS, and increase productivity.
