The sector needs certainty on costs to support long-term planning

This includes certainty on future regulatory requirements, which can add cost, complexity and uncertainty to the plans of RPs.  Writing in Social Housing, Mark Hattersley of Clarion Housing Group called on the government to give more consideration to the costs, benefits and impact of legislation and regulation.  He highlighted that the broad coverage of Phases 2 and 3 of Awaab’s Law required Clarion to hold back financial capacity to deal with the associated uncertainty.
