Bids for government retrofit funding

The organisation seeks financial support from the government towards the cost of achieving net zero carbon.  This includes submitting bids to the various waves of the Warm Homes : Social Housing Fund (WH:SHF) in England or to the Optimised Retrofit Programme (ORP) in Wales, either in the organisation's own right or as part of a consortium with other social landlords.  It has all the necessary data and approvals to make these bids, and ensures that submissions are of high quality to maximise the funding allocated.

The organisation is careful to ensure that the funding available supports the organisation’s strategy rather than driving it.  The business plan includes prudent assumptions for the amounts that will be available and the improvements that can be funded.  Bids take account of the risks of undertaking these programmes during a period of high inflation, with the organisation is also prepared to hand back these funds if changes in expected costs mean that the planned works are no longer viable. 

The organisation monitors the delivery of programmes funded through these mechanisms to ensure that funds are fully spent by the deadline.  If it was previously using the Energy Company Obligation to fund energy efficiency improvements, it will seek to transfer planned works to future waves of the WH:SHF.  If it has an allocation for 2025/26 from the ORP, it has contacted the Welsh Government to determine whether this allocation can be extended to incorporate reserve projects from the bid, using the additional allocation announced on 26th November 2025.
