Where the availability of skilled labour is currently, or expected to become, tight, the organisation has considered introducing training schemes and apprenticeships, possibly working in partnership with house builders, with a view to increasing relevant skills among the local population. For large schemes, the organisation has considered taking the approach used by Bristol City Council, where an academy is established on a live development site. The organisation's approach also takes into account the additional £600million of funding to train 60,000 additional construction workers by 2029, announced by the Chancellor of the Exchequer in March 2025.
The organisation has considered signing up to the Places for People skills academy, PfP Thrive, to help address skills shortages affecting maintenance, retrofit and the construction of new homes, as well as supporting professional development.
