Stock improvement programme

The organisation has a stock improvement programme which seeks to ensure that the quality, safety and sustainability of their homes is maintained and improved over the long term.  This is drawn up in the light of all statutory and regulatory requirements, as well as the latest stock condition and cost information.  It seeks to reduce and ultimately eliminate non-compliance with the Decent Homes Standard / Welsh Housing Quality Standard.   Comprehensive, accurate and up-to-date data on stock condition and future standards are analysed to produce the optimum programme.  Prioritisation of the programme takes into account that older people and black people are currently more likely to live in a non-decent home.

The organisation's strategies for tackling fire safety issues, energy efficiency / fuel poverty, damp and mould, maintenance backlogs and compliance with quality standards are integrated to prioritise work effectively.  In the case of damp and mould, measures could include upgrades to heating systems, installing additional insulation, and improving ventilation.  Residents are informed well in advance regarding where work is planned to take place. 

Asset management programmes, including retrofit, are organised to deliver improvements as efficiently as possible while maintaining compliance with all statutory and regulatory requirements.  This could include working with other social landlords on joint stock investment programmes and in identifying the homes most likely to need two or more interventions and to ensure that they are addressed with a comprehensive “one touch” approach, to reduce costs and minimise disruption to residents. 

Progress against the programme and the costs incurred are monitored and reported at appropriate levels and frequencies.
